Position Summary:

JOB DESCRIPTION
Title:  Strategic Sourcing Sr. Manager
 
SUMMARY
Responsible for managing a Supply Chain Management and Procurement team.  Ensures execution of sourcing strategies for local and regional initiatives.  Lead team to execute initiatives, manage supplier relationships as it relates to administrative and operational activities and issues.  Ensure contracting and procurement standards are maintained throughout the portfolio.
 
 
RESPONSIBILITIES:

  1. Maintain a meeting cadence with client stakeholders and account leadership.  Primary goal of meetings is to build a trusted relationship by providing critical thinking, support superior relationship management, provide reporting and data to support strategic planning.
  2. Develop both strategic sourcing and supplier relationship management programs to manage client and account risk, leverage controllable spend, standardize products/services, and modify and rationalize supplier base to meet spend leverage goals. 
  3. Build and manage staff to meet account deliverables.  Recruit, develop and lead team based on JLL principles for leading high performing teams.  Ensure high performing talent is developed and receives exposure to the extent to support growth.  Poor performing talent is provided opportunity to improve.  Manage appropriately if poor performance continues.
  4. Ensure SCMP staff perform key SCMP functions as follows but not limited to:
  1. Develop sourcing strategies and manage analytics to facilitate planning and sourcing. 
  2. Standardize supplier agreements; ensure agreements comply with the client’s spending and transaction policy.
  3. Serve as primary communication liaison with client procurement team.
  4. Integrate systems and documents employed across service lines; utilize single methodology and repository to strengthen risk management and to drive compliance. 
  5. Engage active diversity and sustainable sourcing programs across the service lines.  Develop a Plan to ensure consistent application of sourcing and bidding processes throughout service lines; randomly inspect programs to validate compliance.  Track, measure and report results.
  1. Engage service line leadership to develop and execute a vision for a sourcing platform that meets the needs of the business and its client expectations.
  2. Maintain strong and favorable supplier relationships to support high supplier performance and favorable negotiation environments.
  3. Document disparate processes and approaches used today; recommend solutions to drive consistency and risk mitigation. 
  4. Assess and build detailed sourcing strategies that identify objectives, category-spend assessments, and milestone timelines.
  5. Execute sourcing plan.
  6. Communicate and coordinate national and regional sourcing initiatives with senior managers and project/account personnel.
  7. Develop and host supply chain content related training seminars twice a year; focus on key contract details, key compliance challenges, bidding protocols, effective organizational support structures and protocols.
  8. Drive field compliance to sourcing and contracting policies and procedures.  Identify non-compliance as evidenced and lead resolution in concert with internal audit.
  9. Coordinate with the client and JLL stakeholders to maintain consistency in form, nature, scope, and execution of contracts within guidelines and appropriate business practices.
  10. Conduct Preferred Supplier performance review meetings, as required, and manage supplier scorecards, contract compliance and service obligations.
 
QUALIFICATIONS:
  1. Ideal candidate has degree in Purchasing & Supply Chain Mgt and/or 7+ years strategic sourcing experience, MBA preferred.
  2. Professional certification preferred (i.e. ISM, LEED)
  3. Excellent Inter-personal skills, Organization skills, Strong Analytical Ability, Proven ability to lead teams in decentralized environment.
  4. Excellent communication skills – oral and written.
  5. Hands-on role requiring willingness and ability to be both the strategist and tactician.
  6. Expertise in sourcing with demonstrated ability to manage change.
  7. Success implementing multiple procurement strategies.
  8. Proven ability to deliver results in challenging environments.
  9. Excellent PC skills, proficient in MS applications.
