Specialized Experience:Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-11). Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
There is no educational substitution for the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be rated on the following competencies based on your application for this position.
Competency 1 ? Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery, Health Informatics and applications.
Competency 2 - Be able to provide expert and professional Health Informatics consulting services and to develop and deliver appropriate Health Informatics educational and training programs to all levels of employees, internal and external to the VA.
Competency 3 - Comprehensive knowledge of the data life cycle including data design, collection, and management in order to input, retrieve, analyze, summarize and present information effectively.
Competency 4 - Advanced leadership skills sufficient to guide and ensure the success of multidisciplinary teams and to lead and manage Informatics-related projects.
Competency 5 - Skill in communicating both orally and in a variety of written media with all levels of end users, management, and OI&T personnel, both internal and external to the facility, in order to make effective oral presentations in a variety of settings and to prepare policies, procedures, memoranda and training materials, including concise, understandable charts and graphs and other briefing materials.
